Early intervention can make a lasting difference in a child's development. CTI partners with families through Indiana First Steps to provide compassionate, family-centered support for infants and toddlers with developmental delays or disabilities. What Is Indiana First Steps?
Indiana First Steps is the state's early intervention program serving infants and toddlers from birth to age three who may have developmental delays, disabilities, or medical conditions that impact development. Services help children develop skills in: Communication | Movement & motor skills | Social interaction | Daily routines | Learning & problem-solving | Feeding & sensory development. CTI works alongside families to help children build these skills within their natural daily environments.

Support Through Every Stage Of Life
As children grow and needs change, families often require additional community-based supports. CTI provides multiple programs that may continue supporting individuals and caregivers beyond early intervention.
CTI's Continuum: Indiana First Steps → PAC / Community-Based Services → Structured Family Caregiving (when eligible) → Adult Day & Community Supports → Future Home Health Services
As your child grows, CTI grows with you.
As needs evolve beyond age three, CTI provides PAC, SFC, and adult services for qualifying individuals — maintaining the same trusted provider relationship your family already has.
Additional Support for Children with Complex Needs
Some children with significant medical or developmental support needs who qualify for Indiana Medicaid waiver services may also qualify for additional caregiver support programs — including Structured Family Caregiving or other HCBS services. Eligibility depends on Medicaid waiver approval, clinical needs, level of care requirements, and authorization processes. CTI can help families understand available support options and navigate services as needs evolve.
